The Commonwealth Telecommunications Organisation is organising the 7th Annual E-Gov Africa 2013<http://www.cto.int/events/upcoming-events/e-government-africa/> conference from March 25 to 27, 2013 in Munyono, Uganda, a follow-on to our very successful event last year held in Gaborone.  In anticipation of a high-level presence from across our membership at this flagship event, we are in the final stages of planning the conference in the Commonwealth Speke Resort (the most advanced conference centre in Eastern Africa).

This event is hosted by Uganda Communications Commission  (UCC) Uganda and this year’s Patron is Ministry of Information and Communications Technology Uganda.

The Forum is acknowledged by all parties, including NEPAD and ITU, as the foremost platform in Sub-Saharan Africa for sharing knowledge and best practices. I have attached a draft version of the agenda<http://www.cto.int/wp-content/themes/solid/_layout/dc/events/up-ev/e-gov-13/e-gove-agenda.pdf> (subject to weekly changes) and you will note that this edition benefits from the knowledge partnership of UNDESA the United Nations Department for Economic and Social Affairs Public Management Division.
The key themes of the seventh edition include:

*   Governing E-Governance: Structuring, Funding and Implementing E-Government Programmes
*   E-Governance at Work: Theory vs. Appropriate Practice
*   Enabling Technologies and Underpinning Infrastructure
*   Open Data for Open Government: Reliable Record-Keeping and the Ecosystem
*   Online and mobile financial transactions: Developing a secure regime for digital signatures

Over 250 like-minded individuals from the Commonwealth have already signalled their intention to share knowledge about the latest e-governance models, hear case studies from pioneers, compare experiences with joined-up government and build bridges with others in the sector.

E-Government implementers from the region’s emerging powerhouses will be headlining the event and include:

*   Katherine GETAO, e-Government Directorate, Presidency and Cabinet Affairs Office, Government of Kenya
*   Dr. Jabiri BAKARI, Chief Executive Officer, e-Government Agency, Tanzania
*   Dr. Francis F. TUSUBIRA, Chairperson, National Information Technology Authority, Uganda

*   Khassoum WONE, General Manager, Agence de l’Informatique de l’Etat, Presidency of the Republic, Senegal
*   Armand LICHAMBANY, Managing Director, Digital Economy Department, Ministry of Digital Economy, Communication and Post, Gabon
*   Gerald ILUKWE, Chief Executive Officer, Galaxy Backbone, Nigeria

Day 2 of the event, Tuesday March 26, will focus on the application of M-services: Fostering Service Innovation, Security and Privacy. With a session on ensuring security for socially-valued m-services; mobile money and mobile payment services and featuring a panel discussion on stimulating utilisation of mobile money and other m-services in Africa.
Day 3 of the event, Wednesday March 27, will hone in on the application of ICTs for resolving the crisis of food security, particularly in the backdrop of famine in the Horn of Africa. With a special session on Geographic Information Systems and Remote-Sensing for Food Security and Land Management in Africa. This is led by Foster Mensah, the Executive Director for Remote Sensing and Geographic Information Services, University of Ghana.
Strong industry interest has resulted in most of the sponsorship opportunities being taken up leading to an exciting industry exhibition. The event promises to be a superlative experience for participants, mixing knowledge generation with networking and showcasing.
