Introduction

These terms of reference serve as guidelines for facilitating a strategic planning process and developing the final strategy document for UWONET for the period 2014-2018.

Overview of the Organisation

Uganda Women’s Network (UWONET) is a registered Nongovernmental organization as well as an advocacy and lobby coalition of national women’s organizations, institutions and 9 individual members in Uganda. UWONET was born out of the East African Women’s Conference held in Kampala in 1993 which was in preparation for the UN World Conference on women in China in 1995.

UWONET envisions a Uganda society free of all forms of gender based discrimination by coordinating collective action among members and other stakeholders through networking, capacity building, resource mobilisation, policy research and advocacy for effective policy engagement and attainment of gender equality.

A Brief on the Strategic Plan 2009-2013

The five year strategy (2009-2013) coincided with 15 years of UWONET’s existence, having been formed in 1993. It was developed out of a collective desire to respond more meaningfully, effectively and efficiently to issues with renewed commitment, synergy and relevance to cope with the changing environment. The strategy presents the strategic direction the network has taken over the years and this was based on a mandate to nurture an independent space for women to share and act to strengthen their role in influencing governance and the development agenda. An evaluation of this current strategy is envisaged to lay basis for the development of a new organisational strategy for the period 2014-2018

Purpose of the Assignment

The UWONET strategic plan (2009-2013) is coming to an end by close of the year (2013). An evaluation of this strategy was commissioned in July 2013 to consolidate and also validate documented relevance, achievements, challenges, lessons and overall performance of the programme as a whole over the five years.  Building on the outcome/findings of the evaluation, UWONET thus seeks services of a consultant to facilitate the process of developing  a new strategy that clearly defines and spells out the network’s strategic focus and direction for the next five years-2014-2018.

4.1. Specific Objectives of the assignment

  More specifically the consultant is expected to:

  1. Building on the several internal reflection exercises together with the strategy 2009-2013 evaluation report, facilitate a process amongst the UWONET members, staff and other selected critical stakeholders in reflection, rethinking and re-assessment to inform the new organisational strategic direction for 2014-2018.
  2. Document an organisational strategy for the period 2014-2018.

Timeframe

The evaluation shall run for a period of one and half (1 & 1/2) months from the date of commencement.

Expertise and Experience

The suitable person must have a minimum of a Masters degree in the fields of Social Sciences, Development Studies, Law, Education and any other related course.

The person should have worked with a development organisation before for at least 10 years and has a minimum demonstrable experience of 10 years in developing organisational strategic plans.

The consultant should be conversant with NGO’s operation with a focus on women and gender. Additional knowledge and experience on networks will be of great importance.

The consultant should mention previous works in regard/ relation to strategic planning processes in their proposal and give reference to previous clients.

UWONET will expect a narrative and financial proposal not later than Friday 18th September 2013.

If persons intend to work in a team, they should indicate the team members and attach their CVs. Clearly highlight the Team leader whose minimum qualifications should be at Masters Level

Submission

The Applicant should provide a  proposal not later than Wednesday 18th September 2013 at 5:00p.m
