Indigo Report end of project 2014 final

WOUGNET implemented the Indigo Trust-supported project through an established structure known as the Voluntary Social Accountability Committees (VSACs) that were established in December 2011 in Apac and Kole, in March 2012 for Amuru and Gulu and in May for Oyam district under the project “Empowering local people and communities to monitor districts services through ICTs” that was supported by the Swedish Program for ICT in Developing Regions (Spider). The Spider-supported project collaborated with VSACs in five districts of Northern Uganda, namely, Amuru, Apac, Gulu, Kole and Oyam. The purpose of the VSACs was also to monitor, identify and report poor service delivery issues in their respective communities. These issues are reported to their local leaders at the parish and sub-county levels and they are also shared with WOUGNET during the quarterly meetings. The VSACs had the role of making follow-ups with their leaders to ensure that the act on the issues identified.
