Policy Brief on Legal Frameworks Affecting Women’s Rights to Freedom of Expression and Access to Information in the Era of Emerging Technologes

Freedom of expression means the liberty of voicing opinions including the right to change one’s opinion and the freedom not to hold an opinion.17 From this definition, forming an opinion is prior to expression which means that having an opinion in the first place is essential to the realisation of the freedom of expression. Freedom of access to information on the other hand means the right to seek and receive public information. The freedom is crucial to the functioning of democratic nations due to the assumption that for citizens to properly take part in the affairs of their country, they need to access information.
