Background 

Women Human Rights Defenders (WHRDs) in Uganda and across the region continue to face growing threats to their digital, physical, and psychosocial security. These challenges undermine their activism, resilience, and wellbeing. To respond, WOUGNET is implementing Reclaiming Our Spaces: Holistic Security and Strategies for WHRDs in Uganda, an initiative aimed at strengthening the security of WHRDs through collective strategies, training, and knowledge resources. 

Assignment 

WOUGNET seeks to engage a qualified consultant (or team of consultants) to develop a Holistic Security Toolkit. This toolkit will be: 

  • Comprehensive and user-friendly addressing digital, physical, and psychosocial security. 
  • Co-created with WHRDs ensuring it reflects lived realities and feminist approaches. 
  • Practical and adaptable offering actionable tools for WHRDs in diverse contexts. 

The consultant will work closely with WOUGNET to design and facilitate consultative virtual engagements with WHRDs across regions to inform the toolkit content. 

Key Deliverables 

  1. Inception report and workplan. 
  2. Consultative virtual engagements with WHRDs across regions. 
  3. Draft holistic security toolkit. 
  4. Brief presentation of the toolkit to WOUGNET and partners. 

Required Qualifications 

  • Proven expertise in digital, physical, and psychosocial security for HRDs/WHRDs. 
  • Experience in participatory/feminist methodologies and co-creation processes. 
  • Strong facilitation skills, especially in virtual/online consultations. 
  • Excellent writing and communication skills in English (knowledge of local languages is an asset). 
  • Familiarity with the Ugandan/East African WHRDs context preferred.

1. Introduction

The Civil Society in Uganda Participation Program (CUSP) is a multi-stakeholder initiative aimed at  creating a vibrant and resilient civil society and fostering an enabling environment for women-led Civil Society Organizations in Uganda, particularly among marginalised and underrepresented groups.

Implemented in partnership with national and grassroots organisations, CUSP has engaged in various activities including advocacy campaigns, legal and policy dialogue, and awareness-raising on digital and offline rights.

As the project nears its conclusion, an end-of-project evaluation is needed to assess the relevance, effectiveness, efficiency impact, and sustainability of interventions related to women’s freedom of expression and access to information.  

  1. Background

Uganda has made significant strides in recognizing and protecting women’s rights, both domestically and through international commitments. The 1995 Constitution of the Republic of Uganda guarantees equality and non-discrimination based on gender under Article 21. Additionally, Uganda is a signatory to various international treaties and conventions such as the Convention on the Elimination of All Forms of Discrimination Against Women  (CEDAW).

Despite the existence of  such legal frameworks, there remains a need to address gender disparities and ensure that women are considered in policy formulation processes. Women in  Uganda still face numerous challenges for example Technology facilitated Gender-Based Violence. The right to freedom of expression is provided for in Uganda’s Constitution, recognizing the importance of a free press and open public discourse. However, in practice, this right is sometimes restricted, especially concerning dissenting voices and criticism of the government.

Despite the implementation of laws such as the Computer Misuse Act, the rise of online spaces has provided new avenues for expression and access to information. However, it has also brought about new challenges, including online gender-based violence and the spread of gendered misinformation. Challenges and misuse of these laws still persist in the implementation. Many citizens, especially those in rural areas, still struggle to access essential information due to factors such as limited infrastructure, low levels of literacy, and language barriers. Marginalised groups, including women, persons with disabilities, and rural communities, often face additional hurdles in accessing information that directly impacts their lives.

3 . Purpose of the Consultancy

WOUGNET seeks to engage an experienced Monitoring and Evaluation (M&E) Consultant to conduct a comprehensive end-of-project evaluation. The consultant will assess project outcomes, identify lessons learned, and provide actionable recommendations to inform future programming and policy engagement.

4. Scope of Work

The consultant will be expected to:

  • To assess the extent to which the project achieved its intended objectives, particularly in relation to enhancing women’s freedom of expression and access to information.
  • To evaluate the effectiveness and efficiency of project implementation strategies and partnerships.
  • To determine the impact and sustainability of the project on target beneficiaries, especially structurally silenced women.

5. Duration and Timeline

The assignment is expected to take 20 working days, from the contract signing date. Key dates will be agreed upon at the inception meeting. The assignment is expected to run between June to july 2025.

7. Deliverables

  • Prepare an Inception report including  methodology,  data collection tools and proposed work plan.
  • Prepare a field  report ncluding  raw data set,photos, transcripts nd vidoes where need be.
  • Prepare a draft assessement report,  and present preliminary findings to WOUGNET and partners.
  • Prepare a final evaluation report (max 25 pages excluding annexes) including feedback generated from the presentations of preliminary findings, final tools used, informed consent forms, references.

Annexes: Tools used, stakeholder list, photos (where relevant), references.

8. Required Qualifications and Experience

WOUGNET is looking for a competent consultant/ resource person with proven experience in undertaking similar assignments including but not limited to   

  • Minimum of a Bachelor’s degree in Statistics, Quantitative Economics, Development Studies, Gender Studies, Public Policy, or related fields. A postgraduate diploma  or Master’s in Monitoring and Evaluation is an added advantage.
  • At least 4  years of experience in participatory evaluation methods and tools to conduct project evaluations, preferably in gender, governance, human rights, or women’s empowerment programs.
  • Demonstrated knowledge of gender equality, civic space, freedom of expression, and access to information in Uganda.
  • Strong analytical, writing, and presentation skills and Ability to deliver high-quality outputs within agreed deadlines.

Introduction 

Women of Uganda Network (WOUGNET) is a non-governmental organisation initiated in May 2000 by several women’s organisations in Uganda to develop and promote the use of information and communication technologies (ICTs) among women as tools to share information and address issues collectively. WOUGNET envisions an inclusive and just society where women and girls are enabled to use ICTs for sustainable development. 

In partnership with the Association for Progressive Communications (APC), WOUGNET is implementing the Our Voices, Our Futures (OVOF) project. This project seeks to transform the status of women, especially those who have historically been silenced. OVOF collaborates with women’s rights organisations, feminist movements, structurally silenced communities, and various actors including artists, cultural leaders, the media, and policymakers to create enabling environments for women’s agency and voice. 

Background 

Structurally silenced women in Uganda including; women human rights defenders (WHRDs), women with disabilities, sex workers, and women from rural and indigenous communities face mounting challenges due to increasing State surveillance, invasive data collection practices, unjust privacy violations, and deliberate internet/network disruptions. These systemic challenges are compounded by a legal and policy framework that lacks robust safeguards for the digital rights of women, especially those most marginalised. 

Although Uganda’s legal landscape includes instruments such as the 1995 Constitution (Articles 21 and 33), the Data Protection and Privacy Act of 2019, and the Computer Misuse Act of 2011, these laws have often been applied selectively or failed to adequately consider the gendered impact of digital rights violations. Recognising the urgent need for reform and informed advocacy, WOUGNET seeks to develop a comprehensive policy brief to analyse existing laws and policies related to surveillance, privacy, data protection, and network disruptions, with a feminist and intersectional lens. 

Main Objective 

To develop a comprehensive, evidence-based policy brief that analyses surveillance, data protection and privacy, and network disruption laws and practices in Uganda and their impact on structurally silenced women, with practical and inclusive recommendations for advocacy and reform. 

Specific Objectives 

  • To identify and analyse the gendered impact of surveillance, privacy violations, data misuse, and network disruptions on structurally silenced women in Uganda. 
  • To consult with 15 structurally silenced women and activists to gather lived experiences, issues, and recommendations. 
  • To develop a policy brief with clear, actionable recommendations targeting state and non-state actors. 
  • To disseminate and validate the policy brief in a follow-up workshop facilitated by WOUGNET, incorporating feedback from a diverse group of stakeholders. 

Scope of the Assignment 

Submit an inception report with a detailed work plan and methodology. 

Facilitate one virtual workshop with 15 structurally silenced women and activists to collect evidence, views, and recommendations from participants. This will be organised by WOUGNET with your support. 

Draft a policy brief analysing the relevant legal and policy frameworks with a gender and human rights lens. 

Attend and present findings at a second physical workshop organised by WOUGNET for validation and feedback from stakeholders, including policymakers and WHRDs. 

Finalise the policy brief incorporating stakeholder inputs. 

Duration of the Assignment 

The consultant shall complete this assignment within 20 working days, inclusive of both workshops and submission of the final policy brief. No extensions will be granted. 

Deliverables 

Inception report with detailed methodology and schedule. 

Virtual workshop facilitated with 15 structurally silenced women and activists. 

Draft policy brief submitted for review. 

Participation and presentation at the validation workshop convened by WOUGNET. 

Qualifications and Required Competencies for the Consultant 

WOUGNET is looking for a competent consultant/ resource person with the requisite training, knowledge, skills, and proven experience in undertaking similar assignments.   

  • A minimum of a bachelor’s degree in Gender Studies, Law, ICT Policy, Human Rights, Social Sciences, or related field. A master’s degree is an added advantage. 
  • At least 5 years of experience in policy analysis, gender and digital rights, feminist research, or human rights advocacy. 
  • Demonstrated experience facilitating participatory consultations with marginalised groups. 
  • Proven record of developing impactful policy briefs or research reports on gender and digital rights. 
  • Strong understanding of Uganda’s legal and policy framework on ICT, privacy, surveillance, and digital freedoms. 
  • Excellent written and verbal communication skills in English.  
  • Ability to work efficiently and deliver outputs under the assignment within agreed timelines and deadlines

Introduction

Women of Uganda Network (WOUGNET) is a non-governmental organization dedicated to empowering women and girls in Uganda through Information and Communication Technology (ICT). WOUGNET is currently seeking proposals to develop a series of comic books focused on the intersection of gender and digital rights. These comic books will be used by Trainers of Trainees (ToTs) to disseminate knowledge on gender and digital rights to women and girls. This initiative aims to educate women and girls, particularly in rural, peri-urban, and urban areas and forms part of a broader effort to promote gender equality in the digital space.

The project will engage 120 Civil Society Organizations (CSOs) to train and reach 6,000 women and girls, using comic books to enhance understanding of digital rights, online safety, and the barriers women face in the digital world.

Background

Despite the numerous opportunities offered by digital technology, women and girls in Uganda face considerable barriers to accessing and using technology. WOUGNET’s previous studies indicate that women and girls experience significant gendered digital divides, including online harassment, cyberbullying, and lack of digital literacy. This situation exacerbates gender inequality and limits the participation of women and girls in online spaces, leadership roles, education, and commerce.

In response to these challenges, WOUGNET seeks to print educational comic books that will communicate essential knowledge about gender and digital rights in an engaging, accessible format. These comics will serve as vital tools for trainers to educate women and girls about their rights, encourage safer digital practices, and promote gender equality in technology.

Objective

The main objective of this initiative is to produce 6,000 copies of educational comics that address the intersection of gender and digital rights. These comics will be distributed by 120 Civil Society Organizations (CSOs) to train and empower 6,000 women and girls across Uganda, helping them better understand the online space and their rights within it.

Expected Outcomes

  • Enhanced understanding of gender and digital rights among 6,000 women and girls in Uganda.
  • Development of comic books that simplify and illustrate key issues, including online safety, gender-based violence in the digital space, and digital rights.
  • Increased capacity of Trainers of Trainees (ToTs) to disseminate knowledge through the use of engaging, visual learning materials.

Expected Outputs

  • A series of visually appealing and educational comic books (digital and print) focused on the intersection of gender and digital rights.
  • Comic books are printed in a format accessible to different literacy levels, including both urban and rural populations.
  • Printed materials that align with WOUGNET’s mission of promoting safe, inclusive, and empowering digital spaces for women and girls.

Scope of Work

WOUGNET seeks a consultant or creative team with expertise in graphic design, illustration and printing to develop educational comic books. 

The consultant will be responsible for:

Comics  Development:

  • Printing the comic books.
  • Ensuring that the material printed  is of high-quality and resolution.
  • Ensure the artwork is visually engaging, inclusive, and portrays diverse characters and settings that reflect the lived realities of women and girls in technology.

Content Alignment:

  • Work closely with WOUGNET’s program team to ensure that the comic content reflects the key messages of gender equality, digital rights, and safe online behaviour.
  • Ensure the language and visual elements are culturally relevant and sensitive to the Ugandan context.

Delivery Formats:

  • Provide prototypes or sample prints for quality assurance before mass production.
  • Deliver 6000 high quality resolution comic books on the intersection of gender and digital rights.

Duration

The consultancy is expected to last for 2 weeks, starting from the date of contract signing.

Eligibility and Requirements

The consultant or creative team should have the following:

  • Proven experience in printing comic book designs, illustrations, and educational content.
  • Ability to deliver creative and visually appealing materials within the stipulated timeframe and budget.

Introduction

Women of Uganda Network (WOUGNET) is a non-governmental organization committed to empowering women and girls in Uganda through the use of information and communication technology (ICT). In response to the growing challenges posed by Online Gender-Based Violence (OGBV), WOUGNET, with support from Enabel, has developed a comprehensive web portal designed to serve as a one-stop platform for OGBV information access and support services.

WOUGNET is seeking proposals from qualified service providers to offer Live Streaming, HD Video Recording, and Display Screen Services for the launch event of the OGBV Knowledge Portal scheduled for Thursday, 13th February 2025, from 9:00 AM to 4:00 PM at Hilton Garden Inn, Kamwokya. The event will bring together key stakeholders, policymakers, civil society organizations, technology experts, media representatives, and the general public to introduce and promote the platform’s accessibility and impact.

Scope of Work

The selected service provider will be responsible for the following:

  1. Live Streaming Services
    • Provide seamless live streaming of the event on multiple platforms, including WOUGNET’s YouTube channel and social media platforms (Facebook, Twitter, etc.).
    • Ensure high-quality video and audio output to engage virtual attendees.
    • Provide necessary equipment, including professional cameras, microphones, and streaming software.
    • Assign a dedicated technical team to manage the live stream and troubleshoot any issues.
  2. HD Video Recording
    • Capture high-definition (HD) video footage of the entire event, including keynote speeches, presentations, and panel discussions.
    • Provide edited video highlights and a full recording of the event for archival and promotional purposes.
    • Ensure professional-quality sound and visuals with multiple camera angles.
  3. Display Screen Services
    • Set up large display screens/projectors for clear visibility of presentations, speakers, and demonstrations.
    • Ensure smooth integration between live visuals, multimedia content, and speaker presentations.
    • Provide backup display solutions to prevent technical disruptions.

Technical and Logistical Requirements

The service provider must:

  • Have a proven track record in live streaming and video production for large-scale events.
  • Provide a detailed technical plan outlining the proposed setup, equipment, and contingency measures.
  • Have a qualified technical team available for pre-event setup, event execution, and post-event services.
  • Conduct a site visit at Hilton Garden Inn, Kamwokya before the event to assess technical requirements.
  • Provide all necessary equipment, including cameras, microphones, lights, projectors, screens, and backup systems.

Deliverables

  • High-quality live stream on designated platforms with audience engagement features.
  • Full HD video recording of the event, edited and delivered in digital format.
  • Real-time display screen services with high visibility for in-person attendees.
  • Technical support throughout the event to ensure seamless execution.

Eligibility Criteria

Interested service providers must meet the following criteria:

  • Be a registered company or individual with at least three (3) years of experience in professional event live streaming and video production.
  • Provide samples of previous work done for similar events.
  • Have a team of skilled technical professionals to handle live streaming, recording, and display screen management.
  • Demonstrate the ability to handle events of similar scale and complexity.

  1. Company Profile: Brief background, experience, and relevant projects handled.
  2. Technical Proposal: Explanation of the approach, proposed equipment, and contingency plan.

WOUGNET with support from the Commonwealth Foundation is implementing the Civil Society in Uganda Participation Program. This program seeks to enhance the vibrancy and resilience of women-led Civil Society Organisations in Uganda, through fostering constructive engagement between civil society and Government to identify necessary reforms and expand protection mechanisms to create a safe and enabling environment for women-led CSOs in Uganda, majorly focusing on Freedom Of Expression.

Background 

Despite existing legal and policy frameworks, CSOs in Uganda continue to face barriers to their existence and operations, including new laws and policies that infringe human rights and freedoms. As a result, CSOs have been subjected to suspensions, criminal allegations, and withdrawal of permits. Human rights activists are particularly vulnerable to censorship and harassment due to a general lack of public awareness about human rights. 

Women of Uganda Network (WOUGNET) is working with civil society and government to contribute to a more open and secure environment for women-led civil society organizations in Uganda by increasing knowledge of policies governing Freedom of Expression and Access to Information to improve legal compliance and addressing capacity gaps that contribute to misinterpretation and misapplication of policies. 

Project outcomes

i) A Vibrant and resilient women-led Civil Society organization in Uganda

ii) Increased knowledge and awareness among women and broader CSOs on the restrictive laws and policies affecting their freedom of expression and right to access of information

iii) Women-led CSOs engage constructively with government departments, agencies, and policymakers to challenge discriminatory laws and policies affecting the freedom of expression and right to access of information.

Scope of the Assignment 

  • Participate in an inception meeting with WOUGNET to discuss and agree on the finer details of the consultancy.
  • Work in close collaboration with the Project Lead and Executive Director to provide all the information necessary to have the Legal Education Guide updated and produced.
  • Update the already published women’s rights online legal education guide by WOUGNET to include the new amendments, other emerging gender-sensitive issues such as online gender-based violence, and Acts calculated to push back against progress made on gender justice, and simplify it to cater to the needs of women-led CSOs as well as create awareness regarding Freedom Of Expression and Access to Information.

Duration of the Assignment

The consultant has a maximum of 30 working days, (after the inception meeting) to deliver the final policy brief to WOUGNET for review. Internal review will take 7 working days after which the consultant will address the concerns from WOUGNET (if any) and submit the finalized copy within 7 working days. Deliverables 

Update the WOUGNET published women’s rights online legal education guide to include the new amendments, other emerging gender-sensitive issues such as online gender-based violence and Acts promoted as pushback against progress made on gender justice, and simplify it to cater for the needs of women led CSOs and create awareness regarding Freedom Of Expression and Access to Information.

Qualifications and Required Competencies for the Consultant 

WOUGNET is looking for a competent consultant/ resource person with the requisite training, knowledge, skills, and proven experience in undertaking similar assignments.  

The consultant should have demonstrated skills, expertise, and experience in the area of gender and development, women’s rights online, digital human rights, policy analysis, development studies, research, and law.

Demonstrated ability to complete similar assignments in a timely manner and deliver quality results. 

Good understanding of the Gender sensitive ICT policy-making and implementation process on women’s rights online.

Good understanding of the critical policy issues/concerns and challenges faced by women in the digital spaces as well as various interventions in addressing these challenges with a focus on Freedom Of Expression. 

Ability to work efficiently and deliver outputs under the assignment within agreed timelines and deadlines.

  • Promote, represent, and communicate WOUGNET’s vision, mission, and values nationally and internationally.
  • Initiate linkages and partnerships between WOUGNET’s Information Sharing and Networking Programme and those of its national and international members and partners;
  • Lead in resource mobilization and participate in monitoring and evaluation and control of the organization’s expenditures – with particular emphasis on funding requirements and expenses associated with the Information Sharing and Networking Programme;
  • Promote good public relations and networking opportunities for WOUGNET.
  • Manage the Resource center, update information, and update the notice Board with any new information materials. Bringing to the attention of Program officers specific information materials pertinent to their programs.
  • Manage both internal and external communication of the organization in all programs, projects, and networks.

Required qualifications, competencies and experience

Qualifications

A Degree in Social Sciences, Public relations and International Diplomacy, Journalism, Mass Communication, Gender, and a Master’s degree will be an added advantage.

Professional experience

  • At least 5 years experience in a comparable position with references.
  • Postgraduate qualification in gender and development
  • Experience in conducting and managing group meetings and training is desired.
  • Fluency in the English language and advanced computer applications
  • Ability and willingness to move frequently in remote areas.
  • Good interpersonal and communication skills.
  • Experience in managing multicultural relationships and personalities.
  • Knowledge in gender issues analysis and rural development and/or poverty alleviation issues.
  • The candidate should be able to build and maintain partnerships, demonstrate self-awareness and ethical awareness, drive to achieve results for impact, be innovative and embrace change, manage ambiguity and complexity, think and act strategically and work collaboratively with others.
