Introduction

Women of Uganda Network (WOUGNET) is a non-governmental organization committed to empowering women and girls in Uganda through the use of information and communication technology (ICT). In response to the growing challenges posed by Online Gender-Based Violence (OGBV), WOUGNET, with support from Enabel, has developed a comprehensive web portal designed to serve as a one-stop platform for OGBV information access and support services.

WOUGNET is seeking proposals from qualified service providers to offer Live Streaming, HD Video Recording, and Display Screen Services for the launch event of the OGBV Knowledge Portal scheduled for Thursday, 13th February 2025, from 9:00 AM to 4:00 PM at Hilton Garden Inn, Kamwokya. The event will bring together key stakeholders, policymakers, civil society organizations, technology experts, media representatives, and the general public to introduce and promote the platform’s accessibility and impact.

Scope of Work

The selected service provider will be responsible for the following:

  1. Live Streaming Services
    • Provide seamless live streaming of the event on multiple platforms, including WOUGNET’s YouTube channel and social media platforms (Facebook, Twitter, etc.).
    • Ensure high-quality video and audio output to engage virtual attendees.
    • Provide necessary equipment, including professional cameras, microphones, and streaming software.
    • Assign a dedicated technical team to manage the live stream and troubleshoot any issues.
  2. HD Video Recording
    • Capture high-definition (HD) video footage of the entire event, including keynote speeches, presentations, and panel discussions.
    • Provide edited video highlights and a full recording of the event for archival and promotional purposes.
    • Ensure professional-quality sound and visuals with multiple camera angles.
  3. Display Screen Services
    • Set up large display screens/projectors for clear visibility of presentations, speakers, and demonstrations.
    • Ensure smooth integration between live visuals, multimedia content, and speaker presentations.
    • Provide backup display solutions to prevent technical disruptions.

Technical and Logistical Requirements

The service provider must:

  • Have a proven track record in live streaming and video production for large-scale events.
  • Provide a detailed technical plan outlining the proposed setup, equipment, and contingency measures.
  • Have a qualified technical team available for pre-event setup, event execution, and post-event services.
  • Conduct a site visit at Hilton Garden Inn, Kamwokya before the event to assess technical requirements.
  • Provide all necessary equipment, including cameras, microphones, lights, projectors, screens, and backup systems.

Deliverables

  • High-quality live stream on designated platforms with audience engagement features.
  • Full HD video recording of the event, edited and delivered in digital format.
  • Real-time display screen services with high visibility for in-person attendees.
  • Technical support throughout the event to ensure seamless execution.

Eligibility Criteria

Interested service providers must meet the following criteria:

  • Be a registered company or individual with at least three (3) years of experience in professional event live streaming and video production.
  • Provide samples of previous work done for similar events.
  • Have a team of skilled technical professionals to handle live streaming, recording, and display screen management.
  • Demonstrate the ability to handle events of similar scale and complexity.

Submission Guidelines

Interested service providers are required to submit a detailed proposal that includes:

  1. Company Profile: Brief background, experience, and relevant projects handled.
  2. Technical Proposal: Explanation of the approach, proposed equipment, and contingency plan.
  3. Financial Proposal: Cost breakdown for live streaming, HD recording, and display screen services.
  4. Portfolio: Links or attachments showcasing previous work.
  5. References: Contact details of at least two organizations for whom similar services were provided.

Evaluation and Selection

Proposals will be evaluated based on the following criteria:

  • Technical expertise and experience (40%)
  • Quality of previous work (30%)
  • Cost-effectiveness (20%)
  • References and client feedback (10%)
