On 16th August and 30th September 2024, we held observatory meetings with a panel of WOUGNET observatory members to discuss the evolving dynamics of counter-backlash and gender backlash within Uganda. The participants engaged in structured discussions guided by a standard set of questions designed to capture insights on these issues. These conversations provided a deeper understanding of the challenges and trends in feminist organizing and civic engagement online. Based on these discussions, updated observatory reports were developed, building upon the findings of the initial reports. The observatory approach is one of the key research methods being used by WOUGNET under the Countering Backlash project to document the dynamics of backlash and counter backlash within Uganda’s context.
The meetings also allowed for the exchange of best practices and strategies used by various stakeholders to counter backlash, particularly in digital spaces. The observatory members also underscored the importance of sustained research on gender backlash to inform advocacy and policy reform efforts.
Additionally, the observatory meetings also facilitated a platform for collaboration and networking among participants. These engagements provided opportunities to strengthen existing alliances, enhancing the Collective ability to tackle backlash and promote gender justice. Participants shared valuable insights from their respective fields, contributing to a richer and more nuanced understanding of the issues at hand.
The meeting also highlighted the need for continuous capacity building and resource allocation to support feminist organizations in their advocacy efforts. Participants discussed the importance of equipping activists with the necessary tools and knowledge to navigate the digital landscape effectively. This includes training on digital security, strategic communication, and the use of technology for mobilization. By investing in these areas, feminist organizations can bolster their resistance to backlash and ensure their voices continue to be heard in both online and offline arenas. The observatory reports will serve as a crucial resource for informing future strategies and actions aimed at countering backlash and advancing gender equality in Uganda.
